Division Functions 

  1. Implement and evaluate the policies and guidelines on tenure, placement, promotion, designation, assignment, transfer, job rotation, relief and detail to second level ranks of the uniformed personnel and recommend necessary amendments thereof; 
  1. Implement and evaluate the policies and guidelines governing PNP recruitment and lateral entry programs; 
  1. Gather and analyze relevant information for sound projection of vacancies and implementation of rationalized personnel distribution; 
  1. Initiate action and prepare the necessary resolutions and other related documents for the placement, promotion, designation, transfer,, relief and detail of personnel in second level ranks, and transmit the same to concerned PNP offices, NAPOLCOM, CSC and to other concerned agencies; 
  1. Determine regular recruitment/lateral entry quota, in coordination with DPL and other concerned members of the Directorial Staff and submit the same to TDPRM; 
  1. Supervise the different Promotion Boards to ensure that the processing of the applicants within their respective jurisdictions are in accordance with existing policies on promotion;

  2. Maintain a data base for PNP Second-Level positions; and

  3. Perform other task as directed by Director, DPRM.

THE NEED TO ATTEST APPOINTMENT

• Attestation by the civil service commission after the issuance of appointing authority is to make sure that the appointee 
   meet the qualification standards and collateral requirements together with the proper procedures with regard to
   attestation of appointments.

• Personnel without attested permanent appointment on their present rank shall not be qualified for promotion.

1. An appointment not submitted to the CSC within 30 days from the date of issuance which shall be the date appearing on 
   the face of the appointment, shall be ineffective (omnibus rules implementing book Vof EO No. 292 and other pertinent
   civil service laws).
2. No appointment shall be made effective earlier than that of the date of issuance (omnibus rules implementing book VI of
    EO No. 292 and other pertinent civil service laws).
3. Disapproved appointment should be appealed to the civil service commission within 15 days upon receipt thereof
   (omnibus rules implementing book vi of EO No. 292 and other pertinent civil service laws).
4. The nature of appointment of a temporary employee who has been issued a permanent appointment is not change of
    status, but reappointment or reemployment, if in the case of the latter, there is gap in the service
    (CSC MC No. 6, s. 2007 dated April 10, 2007).
5. Prohibiting the PNP from issuing special orders for either appointments or promotions before attestation thereof by the
    CSC ( NAPOLCOM MC. No. 2001-007).
6. Computation of time in grade/experience for purposes of promotions:
       - 2004 and earlier the reckoning date shall be reckoned from the go/so issued by the PNP

       - promoted for cy 2005 onwards shall be reckoned from the appointments issued by the CSC (NAPOLCOM RES. No.
         2007-540 dated December 11, 2007)
7. Renewal of appointments to avoid lapsed appointments.
8. Submit necessary documents (education, training, eligibility and other collateral requirements) to attest previous and
    present ranks not covered with attested appointments by the CSC .
9. Submit regular reports on attested appointments:
       - Monthly- 25th of the month

       - Quarterly- every 16th of Apr, Jul, Oct and 22nd of Dec.
