Division Functions
1. Develop and implement an effective and efficient personnel accounting system in the PNP;
2. Account personnel and maintain a database of PNP personnel detailed with other government agencies, seconded personnel, those with pending cases, under suspension, without assignment/on floating status, confined in hospitals, on UN Mission and other circumstances that affect the non- assignment of personnel to a specific office/unit that renders him incapable to perform his/her sworn duties and functions;
3.Evaluate requests for detail of personnel by other government agencies and submit recommendation for proper disposition;
4.Monitor the expiration of detail of personnel with other government agencies and recommend the extension or otherwise, under existing rules and regulations;
5.Recommend to the Chief, PNP thru DPRM the placement/assignment of personnel whose detail with other government agencies is terminated, cases have been cleared suspension has been served, UN Missions have been terminated and those who were discharged from hospital confinement, based on the needs and personnel ceiling of the different PNP offices/units;
6. Regularly check and coordinate with the Finance Service and other concerned units on the addition and deletion of personnel entered in the salary file;
7. Conduct personnel audit in the different offices/units as the need arises;
8. Prepare audit report and submit report to the appropriate investigating body through TDPRM upon discovery of irregularity in the accounting and reporting of personnel, withdrawal of salaries and allowances, and other analogous acts resulting to the illegal disbursement of funds and resources; and
9. Perform other functions as may directed by higher authorities.

Responsible for the accounting / monitoring of personnel on detail with: 1. United Nations Mission 2. Schooling (Foreign & Local) 3. Agencies Outside PNP but within DILG 4. Agencies outside DILG/PNP; and 5. International bodies / organizations recognized by the Philippine Government |
ADMIN HOLDING SECTION |
1. Responsible for the accounting of all personnel who are: a. due for Total Permanent Physical Disability, b. relieved from assignment & due to retire in less than 1 year, c. under restrictive custody, which duration exceeds 180 days with pending cases, & d. confined in PNP hospital & under suspension; 2. Submit report for the future assignment/deployment of PNP personnel who were subsequently cleared from a. cases (criminal/administrative), b. or suspension has been lifted. |
