PDG OSCAR ALBAYALDE ASSUMES POST AS 22nd PNP CHIEF
President Rodrigo R. Duterte today formally installed Police Director Oscar David Albayalde as the 22nd Chief of the 190,000-strong Philippine National Police.
Erstwhile PNP Chief, Director General Ronald M Dela Rosa relinquished command of the PNP to Albayalde during traditional change of command and full-dress parade and review ceremonies in Camp Crame.
Before assuming the top PNP post, Albayalde, served with distinction as Regional Director of the National Capital Region Police Office where he initiated aggressive police operations against criminality and illegal drugs since July 2016.
Upon his assumption as Chief PNP, Albayalde made known his flagship program of organizational discipline and internal cleansing to gain the trust and respect of the people.
He said the thrusts of the PNP under his watch shall be the scaled-up thrusts of the NCRPO, focusing on discipline, reform, internal cleansing, intensified campaign against criminality and illegal drugs, crime prevention and suppression; and strengthened public engagement.
To dramatize his internal reform agenda, he said “we shall impose and breathe discipline 24/7and implement reforms in all levels on the PNP.”
As an initial step to instill discipline among PNP members, He ordered all police recruits and newly commissioned police officers to under rigid mandatory training with the PNP Special Action Force before they are deployed to different units.
“Ipapatupad natin ang mga pagsasanay na tututok sa paghubog ng disiplina sa bawat pulis,” he said in his inaugural address.
Citing the gains of the national anti-illegal drugs campaign launched by the PNP under his predecessor, Albayalde vowed to “carry on the programs of the previous PNP leadership particularly Oplan Double Barrel, because continuity is important to maintain the momentum of our accomplishments and gains.”
Albayalde has served a well-rounded career since graduating with honors from the Philippine Military Academy as a member of the illustrious “Sinagtala” Class of 1986.
As a Junior and Field Grade Officer, he saw action in various field assignments with different line units engaged in the counter-insurgency and anti-criminality campaign.
Alternating between command, staff and training assignments, he completed rigid foundation courses in VIP Security, Scout Ranger Orientation, Marine Basic Airborne, Close Quarter Battle, Jumpmaster training, and Crisis Response.
The new Chief PNP obtained a Post Graduate degree from the Manuel L Quezon University in Manila in 1996, he is an alumnus of the Jose Abad Santos High School and San Fernando Elementary School in his hometown of San Fernando, Pampanga.
His marriage with wife Cherrylyn is blessed with four children, two of whom are twins.
He will reach the mandatory retirement age of 56 years old in November 8, 2019.
President Rodrigo Roa Duterte graced the Retirement Honors for Police Director General Ronald Dela Rosa as the Guest of Honor and Speaker on April 19, 2018 at the PNP Transformation Oval in Camp Crame, Quezon City. PDG Dela Rosa was given the "Medalya ng Katapatan sa Paglilingkod" and the gallery of awards containing 126 awards and decorations for his invaluable and exemplary service rendered in his more than 36 years in police service. During his term as the Chief, PNP, he was awarded the "Outstanding Law Enforcement" during the anniversary of the Volunteers Against Crime and Corruption (VACC), the "Bintang Bhayangkara Utama" or the Indonesia National Police's Medal of Honor, and the Gusi Peace Prize International in the field of Peacebuilding (Fight Against Drugs and Crime). PDG Dela Rosa was also known for implementing strengthened anti-illegal drugs and anti-criminality campaigns that resulted to operational accomplishments. He is part of PMA 'Sinagtala' Class of 1986.

The Philippine National Police (PNP) is set to launch its Summer Security Plan dubbed as “Ligtas SUMVAC 2018” on March 23, Friday as it coincides with the closing of the school year.
PNP Chief, Director General Ronald “Bato” M Dela Rosa said the 90-day security plan covers the last week of March until the second week of June to ensure a safe and secure summer holiday season.
To implement the Enhanced Managing Police Operations, the security personnel will conduct mandatory security checks at airports, seaports, and bus terminals to guard against criminal and terrorist elements that may take advantage of the holiday rush.
Meanwhile, Oplan Bantay-Lakbay Police Assistance Centers along national highways will be placed in the entire stretch of Maharlika Highway, and other major thoroughfares. The Highway Patrol Group (HPG) will spearhead road safety operations in coordination with territorial units.
Ligtas SUMVAC 2018 will be in effect during Holy Week break and closing of the school year in March through April, onwards thru the fiesta and Flores de Mayo season in May, and will extend until the opening of classes in June, Dela Rosa said.
In addition, the PNP will field more security personnel and establish assistance desks in seaports and in all domestic and international airports nationwide.
In Metro Manila, the National Capital Region Police Office (NCRPO) will spearhead the Oplan Bantay-Lakbay in coordination with the Metro Manila Development Authority (MMDA) and other concerned government agencies.
“There have been no validated reports of terrorist threats in Metro Manila while security forces and the intelligence network are continuously monitoring and doing their jobs,” Dela Rosa added.
The PNP urges the public to stay vigilant and assures those sufficient units are on standby, ready to respond to any situation and act on contingencies.
The PNP National Operations Center in Camp Crame will serve as the hub and nerve center of all nationwide operations under Oplan Bantay-Lakbay.

A total of 398 police personnel were dismissed from the service, among them, 167 with drug-related offenses, over the past 26 months as the PNP continues to wage a top-to-bottom program of internal reform in the 180,000-strong organization.
Records culled by the PNP Directorate for Personnel and Records Management (DPRM) showed those dismissed were among the 1,614 PNP personnel who were meted disciplinary penalties for involvement in administrative cases from 2016-2018 under the PNP Comprehensive Internal Disciplinary Mechanism.
Reiterating his uncompromising stand against misconduct and breach of discipline in the ranks, PNP Chief, Director General Ronald “Bato” M Dela Rosa ordered the dismissal of the 398 errant personnel for immediate implementation by the DPRM.
“As the father of the organization, my heart bleeds when I sign dismissal orders for delinquent policemen. It’s a tough decision, but it had to be done for the sake of the organization.” The Chief PNP said.
Among those dismissed, 151 were found positive for drug use while 16 more were involved in drug-related activities. Ninety-one (91) were dismissed for Absence Without Official Leave (AWOL); ten (10) for Kidnapping, 22 for Murder, three (3) for Rape; Six (6) for Homicide; two (2) for Parricide; and three (3) for Illegal Arrest/ Detention.
Twenty-three (23) more were dismissed for involvement in Robbery/Extortion; one (1) for Graft/ Malversation; and 70 others for Grave Misconduct that stemmed from Immorality, Dishonesty, Estafa, and violation of BP22.
Aside from those dismissed, 1,216 other personnel were meted disciplinary penalties in 2016-2018 ranging from Demotion, Suspension, Reprimand, Restriction, and Salary Forfeiture.
Since 2016, there were 14,515 administrative cases investigated, wherein, 8,422 cases were resolved. At present, there are 6,093 administrative cases pending resolution.

In her speech, Director General Puno expressed her gratitude to the PNP for its continuous efforts and support to achieve FDA's goal of eradicating counterfeit, unregistered, and misbranded health products through Task Force D-PUNCH which stands for "Destroy Products Unfit for the Consumption of Humans".
